An increasing pattern is Russia paying local thugs / simpletons small money to do this kind of stuff. Not necessarily introducing themselves as Russians. There’s well documented cases in the UK and Poland.

In this case it looks like money wouldn’t even be necessary, egging on would perhaps be sufficient.
